Community Outreach Specialist (Full-Time) (Dallas, TX)


Reporting to the Program Director, the Community Outreach Specialist is responsible for creating and implementing a business development plan that will enable the region to achieve its private insurance, self-pay, and any other funding census goals.


  • Create and implement a business development plan that promotes Phoenix House services to the community
  • Develop and maintain effective relationships with current and prospective referral sources to market Phoenix House services.
  • Relay referral needs to Phoenix House executives for continuous improvement and/or program growth
  • Present to senior executive's necessary referral data and outcomes of a community outreach strategy
  • Position Phoenix House outcomes as competitive in the market.
  • Prepare presentations and marketing materials to effectively represent services offered
  • Review contracts, reports, and census to effectively identify targets, project marketing needs, prepare action plans and initiate sales efforts
  • Identify and resolve referral client concerns
  • Assists in the development of the regional strategic plan and budget planning process
  • Establish and provide on-going reports on key business metrics related to activities
  • Partner and consult with the local and regional outreach team to coordinate and plan business development efforts
  • Coordinate with clinical program teams on treatment protocols, management strategies, quality of care matters, medical necessity issues, and opportunities for program issues/enhancements.
  • Develop a strong knowledge of behavioral health services and related industries
  • Attends all required staff training sessions in accordance with Phoenix House and state licensing requirements, completes all training on time
  • Attends and participates in program and all staff meetings
  • Adheres to and promotes the Phoenix House Mission, Vision, and Values while acting as a role model for others
  • Other duties as assigned


  • Degree in a related field of study or comparable work experience
  • Experience in substance abuse treatment or related mental health field required
  • Experience in marketing and community outreach preferred
  • Must maintain a valid Drivers' License, have proof of automobile insurance and maintain a safe driving record based on Phoenix House policy

  • Skills and ability to engage and develop a rapport with patients and families of various backgrounds
  • Demonstrate the ability to craft and/or contribute to business development program content, collaterals, messaging to referrals.
  • Demonstrate negotiation and persuasive skills
  • Acute perception of people's attitudes, characteristics and behavior patterns
  • Bilingual in Spanish preferred
